In a much-sought-after measure, the Telangana government is all set to review the existing ‘Telangana Rights in Land and Pattadar Pass Books Act, 2020’ popularly known as Record of Rights Act. The proposal is to set right all the complaints being received by the citizens about the lapses and technological issue being surfaced during the updating the land records.
According to Revenue Minister Ponduleti Srinivas Reddy, there is no provision for appeal in the Act which was brought in by the earlier government. He felt there is right for the landowners to go for appeal in case of any grievances.
Through the Act the earlier government implemented digitalization of land records through “Dharani” portal. The present government is also considering to review the operational procedures of Dharani, the minister pointed out while talking to media.
The revenue officials were asked by the government to prepare a report on the working of the Dharani portal as well as the lapses in the Record of Rights Act.
Meanwhile, the government asked the Revenue officials to clear all the pending applications relating to Dharani as early as possible without giving scope for errors.
Dharani Portal was launched by earlier BRS government on 29.10.2020 at the Muduchintalapalli Tehsildar’s office in Medchal district.
To consider the new problems arise out of the portal and finding approach to dealing with its deficiencies, the government constituted a panel. The panel was headed by All India Kisan Congress vice-president M. Kodanda Reddy and a professor of Law Sunil Kumar and former IAS officer Raymond Peter, as its members.
The criticism about the portal is that it lacks transparency although it expedited the registration process.
The panel is proposed to meet the stakeholders and farmers who are affected largely who have fail knowledge about the problems. It felt to study in depth before finalizing any report. The portal is already in operation and it needs to be softly dealt without hindrance to the land owners at large.
The panel opined that dematerialisation of lands is necessary, but the system should ensure the land records are safe and trustworthy, which is more important than the computerisation.
